Trick or Treat?

Apparentlty, certain cities including Belleville, Illinois limit trick-or-treating to kids under 12. According to the article, its even banned for people over 12 to wear masks any other day of the year besides Halloween. I wonder what those folks would think of the Naked Cowboy?
